Who we are

In Control is “Roc City’s Most Official Teen Program.” For over 25 years, we have been a program with a purpose. We link together opportunities, neighborhood outreach and health education to help youth thrive in the City of Rochester.

Good decision making requires accurate information, as well as self-esteem and self-assurance. We meet you where you’re at; whether in school, on the streets or in your home, and empower you to take control of your future.

We have educational, career and rec programs that give you the tools you need to become a successful adult. We focus on your abilities and will work to inspire you to reach your full potential.

At In Control, you’ll receive accurate information about sexuality, abstinence and birth control. You can talk openly and honestly about anything on your mind at In Control. No judgment.


Our Team

Davaniqe Collier aka Ms. Dav

Hello! My name is Davanique Collier and I started working here at In Control as an Outreach and Education Specialist in 2016. I was born and raised in the city of Rochester so of course it is important for me to give back to my community. In addition to that, I was also a participant at the In Control program when I was a teen. I understand the tremendous impact it left on me and I feel like by working here is an opportunity for me to leave that same impact on teens. There will always be a youth that need guidance and support; I was once that teen, so my job is ongoing.

Stephanie Bliss M.S. ED.

A Rochester, New York native, Stephanie Bliss has been part of the In Control team since 2005. She holds a Bachelors degree in Psychology (2004) and a Masters degree (2009) in school counseling both from The College at Brockport, State University of New York.  She also was the first person to earn a Certificate of Advanced Study (C.A.S) in Mental Health Counseling from St. John Fisher College (2012). Stephanie has a natural ability to engage and connect with youth. In her current role at In Control she has created a variety of youth programs that engage youth to keep In Control’s mission of reducing the teen pregnancy rate in the Rochester community through youth development and opportunities

Yvonne Clinkscales

Community Program Outreach Coordinator. I have worked with at Incontrol since 2006 in helping to develop youth oriented programs that allow then to explore possibilities for lolll life choices and educating them on self advocacy. And equipping them with tools that will reduce teen pregnancies. My young people is my passion in life and I work hard to ensure that they have a secure passage from teen to young adult.

Rafael Belliard

Bi-lingual outreach and Education Specialist

He has been at incontrol since 02/2108 works with young men in the community find themselves and provides them with employment opportunities while educating young male and female teens on Sexual health education

Absara Haile

Supervisor of Health Education and Outreach at In Control

Absara has over eight years of experience in comprehensive sexual health education curriculum development and program implementation. She plays a role in developing programming and sexual health education materials for youth in the Rochester area, all while working to cultivate the minds and talents of our youth and encouraging healthy, educated decision making.


Stacey Richards

Manager of Outreach & Education Finger Lakes Region PPCWNY and In Control Program Director

Stacey has been with Planned Parenthood eight years and with In Control since October 2020. She has leadership and program development experience and is responsible for ensuring the In Control team meets its Comprehensive Adolescent Pregnancy Prevention (CAPP) grant metrics which include lowering the incidents of unintended pregnancy among adolescents/teens in Rochester. Stacey believes in the motto “Do what you have to do so you can do what you want to do”. This includes ensuring In Control participants have a safe space to be their authentic selves while doing what they have to do to succeed and become viable members of our community .
